USNS VICTORIOUS is the first ship in the VICTORIOUS - class of Ocean Surveillance Ships and the second ship in the Navy to bear the name. The four ships in the class are designed to operate SURTASS (Surveillance Towed Array Sensor System) which is used for long-range detection of submarines. SURTASS provides passive detection of quiet nuclear and diesel submarines and real-time reporting of surveillance information to theater commanders.

In March and May 2009, while operating in international waters in the Yellow Sea, the VICTORIOUS was harassed by Chinese ships and an aircraft which repeatedly approached the ship and at one occasion even forced the VICTORIOUS to stop to prevent a collision.
